Click on the menu on the left in 'emails'.
Then click on 'manage templates'.
Once you are in the management of your templates, click on the top left on 'new folder'.
A popup will be displayed, so you can enter the name of the folder to create.
Then click on 'create this folder'. Once the folder is added, you can then in the editing of a template choose the folder to file this template in.
